California and the Fictions of Capital

Between the frequently recounted events of the Gold Rush and the Great Depression stretches a period of California history that is equally crucial but less often acknowledged. In his fresh, synthetic consideration of these in-between years, George L. Henderson points specifically to the take-off of California's rural juggernaut between the 1880s and middle 1920s--the upward spiral of city bids for country dollars and rural bids for urban investments. These decades were salve for mining's risky finances yet groundwork for the chaotic 1930s. Moreover, Henderson argues that much like the two important periods which framed it, this era produced a cultural and literary apparatus that attempted to grapple with capital's machinations, if only to legitimate them in the end.

Central to California and the Fictions of Capital is a theory of how the circulation of capital wove itself into agriculture. The book asks why it mattered to capital that agriculture was based in Nature, and then explores the procedures through which images of Nature became central to capitalism's story of itself. What unique possibilities did Nature offer to circuits of capital and what was their role in suturing the urban and rural together? How did boom and bust intervene and set the pace for regional change? How was capital linked to the racializing of working bodies? And why was the capitalist imperative expressed in landscape alterations like irrigation? Such are the key questions informing this bold, far-reaching volume.

Beyond political economy, the book also looks to the rural juggernaut's cultural and literary work, which was stamped by celebratory, if fretful, ruminations. In all sorts oftexts--but especially in novels by Frank Norris, Mary Austin, Harold Bell Wright, and many other writers--difficult questions surfaced. Capital was seen in terms of its spillage into rural frontiers, just as rural frontiers were seen in terms of movements of capital. Capital was the new geography of money. But for whom did it work? Which identities did it favor? In mapping the real and imaginary realms that capital occupied, Henderson locates the banker-, land developer-, and engineer-heroes of California fiction as well as the fictionalized "new woman" of the capitalist, agrarian West. He unravels the colliding representations of race, gender, and class, while linking their treatment to the naturalizing rhetoric of capital's agrarian turn.

In part a tour of California as a virtual laboratory for refining the circulation of capital, and in part an investigation of how the state's literati, with rare exception, reconceived economy in the name of class, gender, and racial privilege, this study will appeal to all students and scholars of California's--and the American West's--economic, environmental, and cultural past.

Tax Planning and Compliance for Tax-Exempt Organizations

The 2008 Cumulative Supplement contains the following new updates:



• A significantly revised Form 990 must be used for the 2008 filing year. That means calendar year organizations should now begin the process of gathering the enhanced data requested on the schedules and parts of the core form.

• Impact of Pension Protection Act: The past year or so has been an amazingly difficult time for private foundations, donor-advised fund sponsors, supporting organizations, and their advisors. It feels like 1970 all over again as funders revise procedures and struggle with dissatisfied grantees they are told they cannot fund– particularly when the foundation has previously pledged to do so. Revised grant checklists in Chapter 17 should be used to assure the new issues are considered.

• For PFs, the excise tax on "investment" income considered in Chapter 13 was expanded to include capital gains on exempt function assets– an oxymoron that causes confusion.

• Congress split Type III supporting organizations (SO) into two types that are now identified as either non-functionally integrated with the public charities it supports and simply provides grants or holds assets for its supported charities(y) or functionally integrated because it performs the functions of those it supports. The complexities are found in Chapter 11.

• Private foundation-like operational constraints were placed on donor-advised funds and Type III supporting organizations. Prohibitions against excess business holdings (Chapter 16) and transactions benefiting insiders (Chapter 20) were imposed.

• Lastly, readers are reminded thata PF grant to non-functionally integrated Type III supporting organizations is no longer treated as qualifying distributions effective the date after the legislation was signed into law (August 17, 2006). This overnight change placed a burden on the SOs that can no longer receive funding and the PFs that were not informed of the rules in timely fashion. Exhibit 17.2A provides a grant checklist that is revised to include the new standards and Exhibit 17.2B provides a certification an SO can provide to a private foundation to prove it is a Type I, II, or III functionally integrated supporting organization a payment to which can be counted as a qualifying distribution. The Form 4720 illustrated in Chapter 18 contains a disclosure of failure to meet this requirement with a request for abatement of any penalties associated with the PF’s actions.

Trade, Plunder and Settlement: Maritime Enterprise and the Genesis of the British Empire, 1480-1630

Not since 1945 has a general account of the origins of the British Empire been published, as if the demise of the empire freed us from our imperial past and historians from any obligation to digest it. Of course, it has done nothing of the kind, but it does enable the historian today to approach that past in a more critical spirit and to attempt a deeper and more detached analysis than could have been expected a generation ago. The purpose of this work is therefore not merely to recount but to explain the course of English overseas expansion and the beginning of the overseas empire; a prolonged pregnancy, culminating in a difficult birth and sickly infancy. The introductory essay discusses the forces and motives involved in the expansion movement, which is seen as being part of a wider European movement and derivative in many ways from it. The author considers the attitude and conduct of the Tudors and early Stuarts towards this fundamentally commercial movement and examines the nature and importance of sea power, the contribution of different social groups, and the relevance of religious and economic ideals as well as nationalistic sentiment. These various themes are taken up again in the narrative chapters which follow, dealing with the enterprises of exploration, trade, plunder and colonisation successively through from the early Bristol quest for 'Brasil' to the diverse ventures of the 1620s.
